So long as there are people willing to spend their savings on courses or deposit it with brokers without doing due diligence, there will be someone waiting to take it off them.
Some of the stories we read are very sad, others unbelievably stupid. Why are people so trusting online, you wouldn't hand over money to a stranger in the street who promised to make you rich.
